The 2nd Summit of the Multinational Confederation of States, or the 2nd MCS summit was held between February 9th and February 12th, 2018 in Yuzhno-Sakhalinsk, Fyorrian Province, Nevelian Confederation .

It was the second summit of the Multinational Confederation of States. The summit will involve several announcements, votes and topics to discuss about.

Mikhail Lazarev Convention Centre

The Mikhail Lazarev Convention Centre in Yuzhno-Sakhalinsk was chosen as the host venue of the 2nd MCS Summit. It has a capacity of approximately 7,400 attendees.

The Prime Minister of the Kingdom of Biscasia, mr. Pedro Obregón, has announced that he will withraw from the leadership over the Multinational Confederation of States. The leadership will be granted to mrs. Anna Jakobsen, Queen of Valkyria Confederation.

Western Republic Memorial

The Western Republic meant much for our alliance as one of the Founding Members, and as the military leader. Now we lost the Western Republic, we have lost a large part of our identity. That's why I introduce the project of a memorial for the Western Republic in Bergen, Valkyria Confederation. A memorial will make sure we won't forget the Western Republic's contribution to our alliance.

With a 50% vote, the memorial will take place.

Multiconverse Creation

As an wealthy alliance, we should unite our nations into one universe. Of course, it would mean we should solve much border disputes and expel some nations as Novasrbija and Switzlovenkia, but I think it's needed.

With a 53% vote, the Multiconverse will not be created.

Member Removement

We have noticed that some members of the alliance have been inactive. We have chosen the 5 least active members we could think of. Please vote for at most 3 to be kicked. If you get a majority of the vote, you'll get the boot. Since 15 members voted, 8 votes would mean you'd be kicked. Since Straßenbrücken and Switzlovenkia pass this limit, they are officially kicked from the alliance. Leader Council creation

We have still many issues that are not resolved. That's why I propose to create a leadership council of all the members of the alliance being represented by 3 Members of Council each (so 75 MC's). This will not be a parliament, just a council to resolve issues.

Status of Francoisa

Proposed by the Valkyria Confederation

Francoisa's position as an observer has received backlash from members recently, and it is time we consider if the nation should leave the position.

With an 87% vote, Francoisa will be stripped of their position as an observer.

Future Summits

Proposed by the Republic of Karianka and the Kingdom of Fyorr

We have some proposals for future summits:

• We will only accept members in summits or specific times.
• We'll look at the members' reputation etc. to accept them.
• We will have 4 different options: Yes, No, Abstain and Test. Test is where we let the person in for 1 month to test them. At the end of that 1 month, we decide if they stay or go.
• A group of countries might have the right of veto.
• We will look at the percentage of 60% for majority.

With an 80% vote, the new rules about future summits will be put into place.
